NSCDC Proposes Strengthening Existing Framework in Response to NMRS Bill

The Nigerian Security and Civil Defence Corps (NSCDC) has expressed its concerns regarding the proposed bill to establish the Nigerian Mines Rangers Service (NMRS), advocating instead for the enhancement of its existing mandate to combat illegal mining effectively.

During a recent public hearing in Abuja, Commandant-General Ahmed Audi highlighted the important work already being done by the NSCDC, particularly through the Mining Marshal initiative. This program has successfully resulted in the arrest of over 50 individuals involved in illegal mining activities, including foreign nationals. Additionally, it has led to the dismantling of 34 criminal camps in Kogi State, demonstrating the NSCDC’s commitment to maintaining order in the mining sector.

Audi emphasized that rather than establishing a new service, it would be more beneficial to focus on strengthening and expanding the capabilities of the NSCDC. This approach would not only build on the successes already achieved but also enhance overall efforts to regulate the mining industry and facilitate legal mining practices.

Moreover, the NSCDC’s initiatives have positively impacted the mining sector, leading to an increased number of miners seeking the necessary licenses. Audi urged the Senate Committee on Solid Minerals to consider rejecting the proposed bill, as it could inadvertently weaken the current framework that has proven effective in addressing illegal mining.

Furthermore, key agencies such as the Nigerian Army, the Ministry of Interior, and the Federal Ministry of Justice have aligned with the NSCDC’s perspective, advocating for a collaborative approach that focuses on maximizing the potential of existing resources rather than duplicating efforts.

While some stakeholders, including the Nigerian Customs Service, the Zamfara State Ministry of Environment, the Emir of Zuru, and the National Peace and Unity Corps, have shown support for the bill, it is essential to engage in constructive dialogue to ensure that the most effective measures are taken to combat illegal mining in Nigeria.

As the bill, sponsored by Senator Ogoshi Onawo, undergoes thorough legislative evaluation, the NSCDC remains committed to constructive engagement and collaboration with all stakeholders to achieve meaningful progress in safeguarding the mining sector.
